Ingleside Project Task Force

Following the suggestion made at the ANC 3/4G’s July 27, 2026 meeting, nearby residents and institutions are forming an independent organization to negotiate and enforce construction and operational protections regarding the planned Ingleside at Rock Creek expansion.

To facilitate this effort, we are utilizing the existing structure of Chevy Chase Forward, an independent non-profit organization committed to expanding housing opportunities consistent with the community’s best interests. 

Proven Leadership & Community Engagement

Several community members who worked from 2014 through 2020 on the previous ANC 3/4G Ingleside Task Force are drawing on that direct experience to lead this negotiation on behalf of affected residents and institutions. This new effort will be initially co-chaired by:

  • Randy Speck: The ANC representative who chaired the previous expansion Task Force.

  • Mike Osborne: A resident across from Ingleside on 30th Place who served as a neighborhood representative on the previous Task Force.

 

Over the next few weeks, we will conduct public meetings with affected community members before officially forming a new Task Force to represent all interests comprehensively.

Our Objectives: Negotiation & Enforcement

This Task Force will work with all affected parties to ensure that all reasonable concerns are addressed. Our primary focus areas include:

  • Identifying questions and concerns relating to Ingleside’s proposed design and any future expansion plans.

  • Addressing environmental impacts and necessary construction-related controls.

  • Negotiating strictly enforceable terms with Ingleside to ensure that the facility and its contractors abide by the agreement.

  • Participating as a party in any relevant Zoning Commission proceedings, if appropriate.

Building on a Successful Template

We will use the December 8, 2014 ANC 3/4G Resolution, which memorialized the previous agreement with Ingleside, as a template for negotiating acceptable terms today. That agreement was successfully implemented under the oversight of the previous Task Force and established strong neighborhood protections, including:

  • Requiring detailed, ANC-reviewed plans for traffic control, parking, and construction management prior to commencement.

  • Implementing a strict financial penalty system for violations, such as construction workers parking on neighborhood streets or driving on prohibited routes like 32nd Street.

  • Enforcing accountability that previously resulted in subcontractors paying $216,700 in fines, which the Task Force distributed entirely to 17 local charities.

  • Mandating transparent communication, including a 24-hour hotline for unsafe conditions and an alert system for neighborhood disruptions.
